GoatTracker 2 "alternative playroutine" write order?

Please excuse me for asking this question, as I'm not very familiar with assembly.

The documentation for GoatTracker 2 states that its "alternative playroutine" writes waveform before ADSR. However, when using this routine (by setting HR to $FF00), I noticed that the SID's envelope behavior doesn't match what I believe to be expected when writing in this order all the time. Are there only specific situations in which GT2's alternative playroutine writes wave before ADSR, as opposed to the other way around?
If so, what are these situations?
