Where is written that RESTORE key is disabled? It works as intended. Simply the last score RAM locations are not cleared when you press it to come back to the title screen and so your last hiscore is put again in the chart. This has been noticed when the hi-saver was implemented and fixed.
Laughing or not laughing, please read the documentation with more attention next time.

IMHO disabling a restorekey isn't a 101% fix. But it made laugh... for a second.
