Burglar: My guess at workstages would be:
-Find image on internet (it is out there)
-Reduce image in size and account a bit for aspect
-Possibly greyscale the image
-Colour reduce to 1 bit
-Add colours back to make it look peak Speccy conversion
-Also probably adding some black here and there to hide clashes a tad better
