Cruzers description is correct. It's the same old FLI that's been used for HIRES and MC for a long time, but in character mode. I call it PETSCFLII.
Charaters are directly from the ROM, not even copied to RAM, so it should qualify for the wild part of the PETSCII-compo.
I can't see any real use for this mode though. The image size is the same as for HIRES. The pixel placement is restricted. The color limitations are the same as in ordinary char mode and the FLI bug is pretty bad.

Dr.j: Same charset (the ROM one) but different screen every line, to be able to have different chars every line, made possible by having badlines every line, aka FLI.
