Any leads?

Eddy Carroll has a page with a list of his C-64 software (unfortunately no downloads). You could e-mail him and ask.
This list of ICPUG PD disks includes "ULTRALOAD - Fast tape system." which might be Carroll's Ultraload. You could possibly e-mail the maintainer about imaging the disk(s).
