Release id #99771 : FLI-Paint V2 English

Is there another enhancement than the English translation? I couldn't spot one but am very interested. (I am currently upgrading FLIP, too).

And it is a duplicate of Flip Editor V2.00 [english]. Or the other way around. Binaries are identical.

Thanks Ninja,
deleted the "younger" _entry_ Flip Editor V2.00 [english] as a dupe but took some alternative title info in the AKA field of the older entry to prevent more dupes
Also set release date to 1996 as in the deleted entry
(1995 can't be when Original was released in 1996)
