Blogged link to source repository: could this be considered a release?

mist published a nice tool for 80 column display on his blog: http://www.pagetable.com/?p=901 ... but the thing is: there's just a link to the github repository, no published binary as far as I can see. Could this still be considered a release?

IMHO belongs more to codebase64.org than here. Afterall there is longish explanation coming with it.
