Bionic Ninja date

Was looking into Bionic Ninja, which was released 1989 by Zeppelin Games. Howcome Ikari+Talent's crack is from 1989 while all other cracks are dated 1991? Anyone have an explanation for this? Was it put out on budget label in 1991 perhaps?

Checking retrocollectors.org Zeppelin's release is 1989, LK Avalon released it in Poland (unknown year) and then there was the compilation Zeppelin 4x4: Combat Pack #3 in 1992
