Why does the REU size have to be exactly 2MB? I would have thought that if one has over 2MB but the prod only needs two, the rest is just unused. But I assume there is a difference in how the memory gets accessed in REUs >2MB?
Just asking out of curiosity, as I'm not familiar with how the REU memory is mapped / accessed. :)

It can be any size from 2MB to 16MB, just pad the image to the chosen size. It's just waste of space, though.
