Yes, might in fact be the same person. I don't remember Jeff ever being in Hitmen though, maybe Groepaz can confirm if Necromancer/Hitmen was from the US?
The X-Factor releases are definately from the same person, Jeff has his address splashed up in one of them and in another the scrolltext mentions he is an NTSC coder trying to code for PAL group.
He is a known graphics ripper, which makes me wonder if the cracks are re-cracks.
