I think I found the source of inspiration to sub tune 21 of this SID, which is the particular section that Zombie Nation used in Kernkraft 400...
Check this MP3 of Electronic Ensemble - "It Happened Then" released in 1980, especially the part at 0:50, coincidence??

Obscure and very interesting it is. Certainly worth a closer look.
Concerning the alleged copied piece of it. I hear a distinctive 3 notes different... (from just twelve(!)
