The c64 only outputs composite video, seperate chroma/luma or RF.
The 1942 is an RGB only monitor, meaning it has no input for composite video or seperate chroma/luma.
To connect it to a c64, you'd have to convert the signal from the c64 to RGB. There are some devices that can do that, but they often give extremely crappy output and are way too expensive to be justified over just buying a proper monitor.
