Working with D2M images

I'm working on something rather large and need to use D2M (FD-2000 floppy) disk images.

I first tried to use C1541 from the VICE distribution, but while it did seem to create a D2M image, it didn't want to write to it.

I then tried to use DirMaster, but the D2M images it created didn't work in VICE.

I googled and found some D2M images formatted using the FD-TOOLS, which did work in VICE and which DirMaster allowed me to write files to.

While using DirMaster works, it would be nice to have a CLI application so I can automate the creation of the disk images.

Maybe my googling skills suck and there is such a tool available somewhere?
