NTSC video sync differs on Power64 and VICE X64

Hi,
Im working on a NTSC effect that includes classical color raster barlines.
Ive tested it on both Power64 and VICE, but the sync with the same delay values works well in one and is wrong in other and vice versa if I change the values.
I cannot test on a real NTSC machine, so I would like to have a suggestion for my test choice, in order to have a perfect synth on a real NTSC machine.
Perhaps, I think, VICE is emulating with better accuracy than Power64... what do you think about it?

See the latest issue of Scene World, when it was released back then the intro of that didn't work in the correct timing at all, it had flicker on NTSC. Don't know if newer versions have fixed that (I don't use emulators myself except making s screenshot maybe) so feel free to try out :)
