Looking for multicolour bitmap editor with sprite overlay

I'm looking for an editor which allows you to create images like the title picture to "Grand Monster Slam", a multicolour bitmap with multiplexed hires sprites in the foreground. Any recommendations?

If you wish to be able to control the overlay, I figure Timanthes 3.0 Beta is what you are looking for. Use backgroundlayer for background-color, layer 1 for the multicolorbitmap and layer 2 for the hires-sprites. There might be a native program to do this in though.

Maybe you can try http://noname.c64.org/csdb/release/?id=6629, but it is really bad.
