i don't understand
why would someone put up a screenshot and all the credits for a release then lock it, without adding a download link, even though that release is very easy to find on the net? |

As for the first question: I can imagine myself locking a release because I feel that the 'release that is very easy to find on the net' is not up to my standards (e.g.: is not 100% complete). For example: there's a version of Visual Delight/Focus of which the loader doesn't work on many ftp sites ..
Not that I have locked any releases (yet) but that would be a reason for me to do so ..

Why don't you just contact the one who's the maintainer of the release and ask him? I have locked incomplete entries (for Padua) before, normally I also assign them to the creator if possible so he can add whatever he feels like.
