Combine two broken images ?

I have two disks which has different errors. Does
there exist any tool (c64 or pc) that can either
combine the "best" of two images, or a tool that
can copy a single track+sector so I can make a working
image myself ?

I guess worst case you could always compare the images in a program which allows to compare stuff (like Beyond Compare) and then copy bits over from one to the other.
