Always used the faces one for normal / multi sprites and for overlay sprites the knights of bytes one I "enhanced" for F4CG back then.
Both in lovetools at http://www.cupid.de/

I'm mostly using TFC3's built-in sprite editor, and Photoshop + some homemade converters. Back in the days I used to do gfx (including sprites) on Amiga in Deluxe Paint. |

Iopop is quite a good sprite-editor. I mostly use him. |

For drawing and animation of single lo-res sprites, SEUCK is the best :)

How about the 2000 A.D. spriteeditor. With the options of drawing multicolor/singlecolor in layers. Arranging sprites beside eachother to create larger sprites. |
